Winona County is accepting applications for this position until 4:00 p.m. March 21, 2024.
This position starts at $3,844.90/bi-weekly (DOQ) with advancement up to $5,232.34/bi-weekly.
Characteristics of Class:
Under administrative direction of the County Administrator, this position oversees the County's financial affairs, directs the preparation of the Comprehensive Annual Financial Report (CAFR) annual audit, and other reports, and monitors changes in legislative issues and accounting standards. This position also directs the development and implementation of county-wide accounting policies, manages debt and coordinates financing, develops internal accounting control and performs internal audit functions, provides direct supervision, and participates in professional staff development. Provides management with financial information, projections, forecasts, and detailed analysis.
Establishes and develops an effective financial system directed towards analyzing and implementing improved management accounting techniques within and between organizational entities. Researches, analyzes, develops, and evaluates policies, procedures, and systems of fiscal importance to the County and advises staff and the County Board of Commissioners as to their impact on the County. Recommends hiring, transfer, suspension, promotion, discharge, and rewards of employees.

Formulates policies and procedures to increase the effectiveness of the County’s fiscal management practices and other support services.
Coordinates, implements, enforces, and maintains financial systems by working with department heads and employees to determine financial system needs and implements systems to accommodate financial processing and accounting.
Develops and oversees countywide budget and reviews departmental budgets for accuracy and sound fiscal management. Provides a monthly financial report to the County Board.
Directs the preparation of the annual financial statements and reviews statements prepared by staff. The documents may include but are not inclusive to work papers, annual audit, internal controls, narratives, financial statements. Ensures documents are in compliance with General Accepted Accounting Principles (GAAP).
Manages staff that perform financial statements, accounts receivable, accounts payables, payroll, medical billing collection, fixed assets, inventory, Highway and Health and Human Services billing. Provides guidance and direction related to policies that affect all areas of the County's financial affairs. Provides direction in areas of concern by recommending remedies to resolve deficiencies.
Directs and performs accounts analysis. Analyzes accounts, such as tax monies collected, equalization paid, cash accounts, etc. Ensures fund reconciliation between departments.
Provides guidance and oversight to laws pertaining to finance as well as federal, state, and local financial reporting requirements. Recommends policies and procedures for fiscal management and compliance.
Manages debt and coordinates financing with bond advisor, bond attorneys, bonding financing alternatives and maintains relationships with financial advisors.
Prepares and monitors goals for the department to ensure compliance with County policy. Recommends policies and procedures to the County Administrator and provides plans for long range financial stability.
Establishes systems/procedures that lead to an unqualified audit opinion.
Provides input to strategic planning initiative.
Any other duties as assigned.
Required Knowledge, Skills, and Abilities:
Any combination of training and experience providing the following knowledge, skills, and abilities.
For Pre-Employment:
Graduation from an accredited four-year college with a major in finance, accounting, business/public administration, or related field with a concentration in fiscal management plus five years of highly responsible experience in management accounting systems and two years of supervisory experience. OR
A masters degree in finance, accounting, business/public administration, or related field with a concentration in fiscal management plus four years of progressively responsible work in management accounting systems and two years of supervisory experience. OR
A combination of education in accounting and/or business with eight years of progressively responsible experience in a position similar to Finance Director and two years of supervisory experience.
In all cases governmental accounting or auditing and budgeting experience is preferred. Successful completion of the Certified Public Accountant exam or a Masters of Business and/or Public Administration degree is highly desired.
Knowledge of the principles, theories, and practices of public accounting, budgeting, and purchasing.
Knowledge of the principles of supervision.
Knowledge of evaluation and analysis methods.
Ability to perform all duties with attention to detail and high level of accuracy.
Ability to develop, implement, and administer accounting systems.
Ability to plan, coordinate, direct, and evaluate work from a variety of financially related areas.
Ability to plan, assign, and direct the work of subordinate staff.
Ability to analyze and interpret fiscal and accounting records.
Ability to project short and long-term financial needs of the community.
Ability to analyze workflow problems and to design remedial procedures.
Ability to exercise sound judgment and accept personal responsibilities.
Ability to communicate effectively both verbally and in writing.
Ability to establish and maintain effective working relationships.
Must possess and maintain a valid driver’s license.
Must pass a background check.
